Dear Political Leader:

	Enclosed is a copy of the announcement of a Contingency Conference
on Crash Production Programs for Energy.  As the announcement states,
we believe that there is a substantial chance that through misfortune
or inaction, the United States will find itself in an energy emergency
causing severe suffering, and the only way out of which will be a crash
program to develop all feasible sources of energy as quickly as possible.

	American industry has not even begun to think about how it would
respond to such an emergency.  We believe that much less time will be
lost if each energy industry and important company were to develop its own
contingency plan.

	Our conference should only the first step in such planning.  We urgently
request your support in urging the private sector to take part in this
important work.

	Specifically, we would be grateful for a statement recognizing
the danger of a crisis casusing severe suffering and supporting
the goals of the Conference.
